How to fix micro stuttering with my new RTX 4060 + 14500?

Well it isn't the GPU problem if you're still having the issue with the video card uninstalled and only using onboard graphics

Well it isn't the GPU problem
Probably CPU or RAM problem? Or even combined CPU + RAM?
There's no software to test it out.. In MemTest86 it says that my RAM have 0 errors but who knows...
In FurMark I never had these stutters.
In the Heaven benchmark I had them.

Heaven has stutters anyway...
Most of the benchmarks are not stuttering except this one.
But it's not about benchmarks, it's about the games, ALL games.
And I don't have a solution so far.

Probably my CPU is not working the way it should work.
I don't think it is should load up to 100% without the E-Cores....

Again, this one has some stutters/hitches in it. So, I wouldn't use it as a barometer.

Oh it can. It depends on the game...6 cores can be utilized by some games these days. I wouldn't disable the ecores on that cpu. If you leave them enabled does the stuttering stop? When you look at the task manager, what else is taking up cpu cycles? Post a picture of task manager with that going on....

You're sure the games aren't close to/breaking 8gb vram? It happens outside of emulation/mobile game, correct??

I set the limit to the 140W, but it can't go above 110W even in the Cinebench.

When you run cinebench and you see 110w, are there any power limits it's hitting? Use hwinfo to see.

That motherboard is a real budget offering and wondering if that's holding things back. It shouldn't with a midrange chip....but.. check hwinfo and see if any throttling reasons are listed.

Post a picture of task manager
I'm not playing Minecraft but some people said that I should try it too. So I tried and I see the stutters here too.
Here's my task manager at the moment of the micro stutter.

I'm pretty sure they are not even close to that. Usually it's about 4gb Vram.
Also, not matter if the E-Cores enabled or disabled. I always see these stutters.

Yeah. I even not touched the emulators on this PC yet.

As I said, the limit was 65W in BIOS. I changed it to 140W. And the CPU just can't hit the new limit. No throttling at all.

Nothing there in-game, thats good, and expected. How about during cinebench as asked?

Also, what clocks is it hitting? Gaming? Cinebench?

What if you disable your Anti-virus? I see antimalware is second in cpu use...

Oh yes, here it is:

They both are very similar. Something about 4.2-4.5 mhz
What if you disable your Anti-virus?
Actually I've tried this too. It's changed nothing.

Also, I don't think that's my RAM issue. I've tried both 4800 and 5600 XMP presets.
Nothing was changed (except the better results in the AIDA tests).
So I don't believe that 6000 Mhz will change something, even if with better timings....
I'm attaching the AIDA RAM testing results (5600mhz):

Maybe try this?? I see dwm was caught using a fair amount (compared to mine - it doesn't look bad, but...) of cpu and gpu. I'm at a loss...

Maybe try this?
Actually, I had these stutters on Windows 11 and now on Windows 10.
I've tried these DWM optimizations on both Win 11 and 10, and it makes no impact at all..
I'm at loss too. I'm trying to fix that for almost 2 months now and absolutely nothing helped me.

Can you recommend some games to test out? Maybe some where you never had these issues?

Any i play :p ? Zero issues with stuttering (i also have 13900k w/4090).

I own Wreckfest and never had issues. PUBG, COD/Warzone, MSFS 24, Apex Legends, Fortnight, Delta Force...

I can also say I've never had microstuttering issues (that I've noticed) in any games on any build I've ever had (current is a 9800x3d with my 3080 still while waiting for the 5xxx series).

What about a basic game like Terraria or Stardew Valley? Team Fortress 2 is free and could be tested with, or hell even older games like the OG Half-Life of CS1.6, etc.

I had these micro stutters even in Terraria, lol!
It's stuttered and Low 0.1% was 18 FPS while other gameplay was at 240 FPS.
It feels like something taking away 1 frame from you.

CPU should be boosting around 5ghz but tops out at ~4.6ghz, so something in your motherboard isn't letting it, power saving settings maybe? Windows power options set to the highest performance? Maybe reset BIOS (check for stuttering), load optimal defaults (check for stuttering), and start changing the most likely options to see if it improves.

~5ghz - It's in the boost mode (for a short time, and i've never seen this boost).
~4.5-4.6ghz that's an actual max frequency of this CPU.

I have an ultimate performance power plan.

the last time i've tried to disable these features:
- Intel SpeedStep
- Intel Speed Shift Technology

but the situation became even worse.

These two are what allows your CPU to go "above and beyond" the default, you basically just turned off the turbo

Yea, but i've turned them on then. Without them i had locked 2.6ghz.
Maybe they are related to the Turbo mode, but it is does not mean that my CPU should run at it always (at 5ghz i mean).

Maybe it's not the CPU, maybe it's the Motherboard or that damned RAM.
I have no ideas guys, I feel like only me have these issues....

I did some searching and seems that my motherboard is really limiting it somehow.
Probably it's an AsRock things... I found a picture of some random dude from reddit where his 14500 eats about 140W...

UPD: Just checked the motherboard page again, and I seen that it has 10+1+1 power phases and 50A Dr.MOS.
So...Now I don't think that the motherboard is limiting it somehow.. since I set the CPU limit to 140W and it's eating only 109...
