How to make "Hey Google" work more than once?

Google Assisstant on my phone works for one question. It will answer in voice to whatever I ask it, ONCE. It makes the beep noise when it hears "Hey Google", it listens to what I ask, and then it answers. If I say "Hey Google" again, get the low beep and ask it a second question, it just makes a second higher pitched beep noise and sits there never answering, neither voice nor text on screen. I have to press the button to turn off the screen and ask it again, at which point it works again. This is ridiculous and annoying; having pull out the phone to re-lock the screen between every question kind of defeats the point of voice control. Anybody know why this happens and how to fix it? FWIW it works fine on subsequent questions if I use the dedicated "assistant" button on either the phone or some Sony Bluetooth headphones, just not if I said "Hey Google".
 
Just tested on my pixel 4 xl and worked fine asking two questions in a row (what time is it. What is the weather tomorrow.) With a hey Google in between

I had this problem on an LG G3, a Moto x4, and now a Zenfone 6. I'm only getting annoyed at it now because I used to have a bunch of Amazon Echos around the house, but I've been getting rid of them to replace with Raspberry Pi stuff eventually (and because Amazon's voice recognition has been constantly getting crappier over time), so now instead of asking the simple questions to Amazon I ask Google.
