How to set virtual memory below 930MB in Win2k?

I have got 1GB of ram on my rig, but I have tried setting the Virtual Memory to 2MB on my Win2k rig but it just keeps telling me that there isn't enough memory and it is enlargening the swap file to 930MB(or around there) that I detected with clearinfo. The memory load on my computer is around 20% idle, and the problem is anything that I set below 930MB for the VM is useless, they will not affect the VM size. Only above that will there be an effect. Any solutions?
 
in win xp you can set no paging file. i dont know about 2k, but i have 256mg ram and it works fine. sometimes, it says not enough and closes, but thast is good, meaning no pagefile.
