How to Troubleshoot System? Simple 1080P Video Lagging/Choppy!

The Power Saving mode will reduce the CPU to 800 MHz and will slowly ramp the speed up as more performance is needed. It will require a good 10 seconds of full throttle to get to full speed. Performance mode disables any idle states, but also opens up another menu for more options.
THIS. I think I finally solved it - after some googling to see if/how Windows could be throttling, I stumbled upon this page: HOWTO:Disable CPU Throttling in Windows

I've always had my computer in 'performance mode' but when looking further into the advanced options noticed there were settings for the minimum and maximum processor state set to like 5%. How this is considered 'performance' mode I do not know, but immediately after following the short instructions on that page above, my core speed instantly read ~3,700 mhz on CPUID. Unbelievable - makes me wonder if every computer I've ever owned has been getting arbitrarily throttled in this way.

The computer is immediately snappier...my Firestorm benchmark score went from 3672 on the last run to now 5402, much more reasonable.

The irony is, what started this search was that I setup a new projector as a second monitor, and video that played smoothly on my main screen was immediately choppy when dragging over to the projector, and immediately smooth again when dragging back to the main screen. I messed around with refresh rates without success, so came here which you guys helped me realize my entire CPU was being arbitrarily throttled, which I could have gone forever not realizing.

Now, with a much snappier performing computer, every video is playing silky smooth and better than ever on the main screen, but testing it on the projector it is still choppy and dropping frames, haha. So the original issue didn't resolve itself yet but at least it pointed to a much larger issue that fortunately HAS been successfully remedied which I think was much more important. I'll keep troubleshooting the projector issue (which only seems to exist in "extend desktop" mode but disappears in "duplicate desktop" mode for some reason), but a HUGE thank you to you guys for helping me uncover the most pressing issue I didn't even realize I had.
 
Temps are never going to be good in that case with that cooler but lets work with what you have.

Check the fan profile and make sure that it is ramping up all the way.
How many fans in the case? You need to get the hot air out of there or it will just build up.
The cooler works less and less efficiently the higher the interior temps.

Make sure the heatsink on the cooler is clean as well.

One thing at a time here.

Some pics of the HS and inside of the case would be good.

Yea I knew cooling would be a constant battle with this case. How do I check the fan profile? Monitoring it with HWMonitor, it seems to be around 1800 rpm for normal functions and ramped up to around 2400 rpm @ 90 degress CPU temp during the PRIME test before I stopped it. Not sure how to tell if that's the proper functioning.

Check THIS

At 2400rpm it seems like you are maxing out, but check anyways.

Are the fins on the HS clean? Run the test with the case fully open and check temps.
