i was just looking at my rails in speedfan and i saw that the
-12V and -5V are half of what they are supposed to be
y is this??

Either those are wrong, or you have a very bad power supply. Take a volt meter to check, and replace if needed. What kind of power supply is it?

Ignore the -5 and -12, they're not used in modern systems and many times not properly monitored by the mainboard.

Best to use a multimeter for getting PSU voltages - most software readings are off most of the time.
