OK, I just setup up a 1 GHz TB AXIA, unlocked it and set it to 10x,135 FS making a 1350 GHz system Vcore at 1.75 V. The MB is a MSI K7T Turbo. HSF is a Swifttech MC462-A (don't use a shim with this as it keeps the HS for touching the cpu. I was in BIOS and saw the temp rise..and caught it going to 70 deg C). It's stable so far and I am at 49/50 deg C at 100 percent load. I need some reference points at to what the temperature should be. After 72 hrs of burn in , I going to up it a bit. :p

49-50C is basically ok, but may be a tad on the high side, if you intend to go higher. Try to improve case cooling - bring cold air in at the front at CPU level.
