I need to make a shroud

After a burn-in period, my water cooling setup has been giving me higher temps. I feel that I need to make a shroud... and the maybe my fan is too weak. I've got an '86 Chevette core, with a Papst 55CFM 120mm fan. Right now, I've got my fan sitting about 1/2" off the core, with tape sealing it to the core. The temps are, of course, better than with the fan just on the core.

Is there anyone who made a shroud for their core, and would know what dimensions would do the best with my fan/core combo?

(If you can recall my last setup, with the rad at the top- temps were BETTER then)
 
I just ordered some new stuff; I'm just going to go back to how it was.
