currently i have ports 20 and 21 open on my router. Is there something I need to do to get IIS to use active mode instead of PASV mode for FTP? any help would be great

Here is a very good explination on how ftp connection works.
To summerize that, basically the client sends back a data connection to a high port (>1024) so you either need to forward all ports >1024 or find an option which can limit which high ports the server uses and just forward those (I did a quick look but could not find it.)
