Intel stock cooling?

I have a P4 1.6a (northwood) with stock cooling and an MSI 645 ultra333 in an Enermax CS-A1QX-06 case with several fans.

Will the stock cooling be sufficent in cooling my cpu at 133mhz fsb (2.12ghz)?
Or would it be better to run the cpu around 125mhz fsb (2ghz)?

256mb Pc-2700 kingmax
Ati radeon 8500 with crystal orb and ramsinks (300/300)
450w Enermax power supply
1 front intake fan, one rear exhaust, and maybe a side or top fan.

i have found that stock cooling is usualy enough if you lap the cooler and then use a better thermal past. Got my duron 700 to a duron 1000

He's got a Intel P4, so lapping the heatsink probably won't do him much good unless he removes the IHS.

Should i use the black thing that is on the stock heatsink. Or should i use some arctic sivler or other thermal paste. How would i get the black thing off the stock intel fan?
