is a 1.2Ghz T-Bird 266 locked by default?

almost all of them are not.. according to almost everyone here.

just wondering why on my a7a266 the only multiplier option is 9x

That's what the bios software is seeing. You could always try setting the speed by the dipswitches instead of setting the speed in the bios. The multiplier settings should be in the manual that came with your MB. Or you can find them at the Asus website.
