The Tornados are serious fans and there will always be motor and bearing noise from them. It's a relatively low frequency (the high pitch of the fans full speed is from air moving lol) and sounds kinda mean. But it's definitely not quiet. Not sure exactly what heatsink you are using, but here is a 92mm Tornado compared to a lot of other 80 and 92mm fans on a thermalright 947U:

Tip: think about how much noise you can stand and then size the fan accordingly. This is more effective (in noise/cooling terms) than using fan controllers on loud fans.
koolaid, you should really listen to this guy, i have the same experience.
at first i thought that downvolting a 80mm tornado was going to be both silent and powerful, well its still powerful downvolted but noisy too. Not to mention downvolted its not powerful because of its speed, but only because its wideness. Bottomline is that tornados are only meant to work at full speed. At the same noise tornados make downvolted, some fans push more air and are more silent, because thats what they are designed for. Some examples are the panaflos and the 92mm sanyo denki fan i have in my cpu. Just drop the downvolted tornado idea, trust me, get a sanyo denki at sidewindercomputers.com instead, it has rpm monitoring too and its supported by a motherboard
