Yes, it's free. Since most of it (maybe all, I haven't checked recently) is licensed under the GPL*, it's free in both senses of the word (free beer and free speech). The only consideration when downloading it is the bandwidth (you should use a .torrent whenever possible) and how many blank CD-Rs you have.
You can also buy a boxed set, which includes a manual and tech support. If you can afford it, this is a good way to support MandrakeSoft.

As for installation, just boot from the CD and follow the prompts. You'll be surprised at how easy it is.


*The GPL basically says that if you get the binaries (like .exe in windows) for a program, you get the source code and may do whatever you like with it, as long as you also release any changes under the GPL.
