Is my motherboard or psu dead?

I have 8 gigs of ram on my mobo for my build (asrock z77 extreme6), no cpu, no video card, but a rosewill psu connected to atx cables. 24pin and 8pin. When I turn the power supply on and plug everything in, I hit the power button on the mobo and nothing happens. Even without a cpu shouldnt the psu fan turn on? Is something wrong here, or should I continue with the build instead of returning anything; if anything is messed up.
 
I have to find the one that came with the motherboard. Would I be able to plug headphones into the internal sound card on the mobo?

No first the mobo needs to boot or try to.

Secondly the voltages etc are diff. No workie, diff interfaces for the headset.

Lastly, many mobos don't have that option for a Tshooting speaker. You read your manual? Spend a while on the mobo makers website? Paticuarilly their forums?

Sounds like you don't know enuff yet. Lots of good Google searches and hours of learning are there at your fingertips.
