Is my NF7 mobo dead?

I just got another NF7 that was cheap and I was wondering if it's dead of if it's fixable. The problem is, well, it won't turn on. THe red standby LED comes on and when I have the PSU cable only partially plugged in which causes the fans to turn on, then the CPU fan does spin. It's just that when I have it normally connected, there's no way to turn the mobo on. Does it have anything to do with the fact that one of those three tiny metal things that are between the southbridge and the SATA chips came off?
