is the SilenX iXtrema Pro for me?

hey, ive got a ThermalTake TT-W008 PSU (420W with ActivePFC), and thru MBM5 it looks like my 12V and 5V rails are totally off. The -12 counter fluctuates between -.5 and -9V, adn the -5V rail is always 0V. The rest of them are nominal. Dunno if this is a bad reading or if these are really bad. But, in any case, im looking to silence my PC. I recently put in watercooling, and thats been a help, as well as a better cooling method, but now i want to change my PSU.

I've been reading the article on overclockers.com and im considering the SilenX iXtrema Pro, but im unsure whether to get the 400W or higher. Would the PSU be less stable if i get higher than that if the cooling is inadequate? That's one thing that worries me. Also, is it better to get an ActivePFC model over the regular $115 400W model?

(I also have it in mind to overclock more, so keep that in mind.)
 
how much higher do you recommend? + do you think that one fan will be adequate for the PSU? afterall, all ive been seeing are reviews of the 400W model
