ISA dialup reconnection problem

I am testing a configuration of ISA Server using a dialup connection.

ISA Server is running on Windows 2000 Server and
everything works fine, except for when the dialup
connection disconnects. When this happens (and a client makes an internet request) the server tries to
reconnect (to the dialup connection), goes through handshaking etc. ok, but then
fails right at the point when a normal connection would
pop up the successful connection confirmation. It
continues to try to reconnect but fails. The only way to
stop this is to reboot the server, then manually connect
from Network and Dialup Connections.

Just thinking out loud here... I was thinking it may be a permissions problem (with the client making the request), but seems unlikely since it gets so far through the actual dialup connection attempt. If it was permissions, I would have expected it to fail before actually starting to dial.

Any thoughts?
