KD7 Dead?

So i've got an old mobo sitting here its an Abit KD7 i think its dead or something, but i was wondering if perhaps i could repair it.

So this is what happens. i turn it on and all the fans spin up for like a second then it turns off. it won't turn on again until i reset the PSU. Also why i turn it on the southbridge chip gets like really hot instantly, i mean like HOT.

Any ideas
