Well my thinking is that if it absorbs the heat, it can conduct it easier. Because, the material, unless it is very thin or huge, cannot transfer the heat out of it on its own. It needs something to carry it off, such as the TEC being on, or having water flowing through a wb, or having a fan on a heatsink. Again, I could and am probably wrong, but this is just how I am currently thinking of it, if it is cold to the touch and stays cold, it is NOT leading the heat away fast, becuase without anything to carry it away that is not possible. If it gets warm, it is absorbing the heat, and absorbing= transferring.
Anyways, both of you are probably right, they might not even have ceramic on there.
