laptop keyboard/mouse not working once win2k boots

Hi all,
I have a freinds Dell laptop and it has a wierd problem. when the laptop boots I can hit f8, f2 whatever and it registers. Once i get the win2k screen everything stops. I've tried external usb and ps2 mice and keyboards and nothing.

If i could get into it I would uninstall the mouse/keyboard but i cant. I've removed the drive and its been scanned and chkdsk'ed. everything looks good.

Even in Safe mode and safemode command prompt its not responding. No lights on the keyboard, nothing.

anybody have any idea how I can uninstall or have win2k reload the drivers without booting into windows?

I'm thinking I might have to re-install the OS or maybe have them upgrade to XP.
 
It one version behind. The keyboard works fine in the BIOS screen so I don't think its a BIOS problem. The only option that is kind of relevent is disabling and enabling the USB for the USB keybord.
