Good morning folks!

I have this issue. One image is my desktop and the other is my laptop. Why is there such a difference in temps?

These are two different CPUs with different cooling. You can't really compare them. 13900HX is 55-157W CPU, 13900K is 125-253W+ CPU. Additionally, mobile CPUs drop the frequency much lower. You can see ~400MHz, while 13900K keeps ~2GHz+ at the edge of throttling.

Would it be a good idea to re-seat the block and maybe re-apply TIM? When I built this machine I asked the forum I why I had 100*C on a stock chip without any OC at all. It was suggested I re-lid the chip. However I am not about to take apart a $500 CPU. I am just not that motivated to chance that. However, they did say it would drop 20-30*C.
 
The CPU has unlocked power limits above the standard 253W, so it won't be much better. It's normal that it heats up so much. You can set standard power limits in the BIOS and check if everything works as well as you expect. If yes, then keep it like that. If not, then play some with power limits and the time when cores run at higher limits.
 
Thanks Woomack! I have been reading that the days of OC are over. I guess this is why. I buy a "K" chip and it throttles at stock specs.

I remember when I built my first machine, with the help of you folks, I was able to OC my i7-3770K chip. It took about 2- 3 full days of tinkering. If I recall, I got it stable at 4.6GHz. But there was room to adjust the multiplier and power.

I learned sooo much from you folks over the years and just wanted to say thank you. You guys are at a whole different level than me.

I'm using a laptop Ryzen 7950HX and i9 13900HX on desktop ITX PCs. They draw significantly less power and do not have much different performance in games at 1440p+. The only downside is that in both cases, CPUs are soldered on Minisforum motherboards with pretty bad support, so it's like having a laptop without thermal throttling, as the cooler is much better.
