A WU is only 340-350KB's (roughly 1/3 a megabyte). bandwidth is not and issue unless you download/upload 1000's a day. You are good to go.

and if u set the cache to 0, than it just won't cache for u, and u'll have to get a new WU everytime after u uploaded one to berkeley.

if set to 0 it will not download any it must be set to atleast one.
