Limit bandwidth to apps

I would llike to know if there is a program that would let me limit bandwidth to certain programs, (eg, allot 3Kb/s to Opera and 3 to DAP).

And, is there a program that will let me make Opera get priority with bandwidth on my PC and any extra goes to DAP.

Funny thing is, there is a great little program that does just this. Its called NetLimiter.
