I was inclined to say Guild Wars, but it is quite different from L2. Guild Wars is all about instances, so you won't really explore a world per se, but instead travel the world through connected missions. Furthermore, most of the landscape uses a sort of pathing system so you can't explore everything - you're limited to a 100-yard wide path that zigzags through the missions (the desert area is very wide open).
The game is different - it's easy to get to max level and high-end loot is easy to get via collectors. Most of the endgame of pve is spent hunting for elite skills so you can make you character template better, or hunting in the Fissure or Underworld for sellable items or rare crafting materials.
I can't get enough of the game. There are hundreds of ways to play each character, and 1000 ways to set up a group. It's got a solid economy, and things are always interesting.
