loud!

iv'e got everything up and runing, my axp 1600 is @ 1850 @ 1.85v core(only to burn it in it could prob run on less) oh ya locked @ 175fsb, ne ways, i've got 1 130cfm fan blowing through the h/c, its loud as crap! i 7volt modded it but it sounds like a car engine revving it speeds up then slows down im not sure if its good for it so i put it back to 12v and it works but its just loud, well is this revving normal/ok? and is 38c good for my setup?
any comments/suggestions would be appreciated

this temperature is full ? What is the room temperature ?
i think is ok for the wattage you got.
Loudness. maybe you are using a delta fan. i prefer a panaflo.
