hi i have a gigabyte ga-7ixe4 mobo with a bus at a max at 115mhz alot of people say that a big consern with o/clocking is that the components on the board will not be able to handle the higher bus well y is that true when my board supports up to 115mhz FSB arent they able to run at this speed? i dont understand y they would build a board able to go to this speed but not allow its components to run at it ?

The components are all made to conform to PCI Bus standards, not necessarily those that make oc'ers happy

Did you try a 115mhz setting ? The other components that need to run at this speed is also the SDRAM and Pci cards. I´ll guess the components on the mobo is made for 115mhz.
