Msi Amd Radeon HD 7870 Hawk overclocking problems

Hello, I am having problems getting my GPU overclocked. Before I start, here's my specs -

GPU: Msi Amd Radeon HD 7870 Hawk [stock cooling]
GPU stock clocks n voltage: C: 1100 M: 1200 Cv: 1.218 Mv: 1.600 AUX: 0
CPU: Amd FX-4100 @ 4.2 GHz [Stock cooling]
Mobo: Msi 990XA-GD55 (MS-7640)
Ram: 8Gb (not sure on the brand, haven't checked)
PSU: Power and cooling Silencer MK II 750 watt

Ok, so I'm using the latest version of MSI afterburner and I can't seem to get a stable overclock out of this card. So with stock clocks and voltage, I used Kombuster for a 5 min stress stest so i can get the temp. It reached 79C with fan on auto, it went up to 79%. So I figured that the temp is too high for an overclock, so I brought the Mv to 1.550. Did a stress test and it was stable but, the temp and fan speed stayed the same! I tried bring power limit % down from +20% to +10% to see if that was causing it. Again, did a stress test for temps n fan speed. Same results. I thought that maybe the volatge wasn't changing at all. So I used a multimeter to measure and the voltage did change when I changed it. After that I figured the temp won't matter as long as it doesn't go over 90C considering it probably wont reach that in real gaming anyway. So I set the fan to 70% and adjusted the core voltage to 1.275 and bumped the Core clock to 1250 MHz (supposed to get 1300MHz easy at that voltage.) Then waited for the temps to go to my avg idle level, 25C. Then did a stress test. It crashed within 3 seconds! The temp didn't even go above 70C or 60 if I remember right before it crashed. So I thought it was just the voltage this time. I changed the core voltage to 1.300 and again ran a stress test (same clock speed, 1250MHz) crashed within 3 seconds again. Frustrated, I raised the core voltage to 1.325, re-ran stress test. Crashed again within 3 seconds. What am I doing wrong? Is my card shutting itself down after a certain temperature or is there something I'm doing wrong? I tried the same settings with memory voltage at stock, same thing happened. Tried it with fan control on auto, same thing. This GPU has a bios switch, one limited, one unlocked. I have tried it on both but the same things happened. I'm currently on the unlocked bios. I do not have any other overclocking software installed and I have turned off Amd overdrive in CCC. I have also tried the unofficial overclocking mode. All it does is not allow me to change the clock speeds. What do i need to do to get this card overclocked? I know this card is very overclock-able, it was made for it infact. People have been able to easily get 1300 core clock (1.275 voltage) and 1450 mem clock (stock 1.600 voltage) why can't I do that? I hope you guys can help me. Thanks.
 
Edit# When it decided to just restart the driver instead of just giving me the bsod (bsod gives me blank error message), I looked at the monitor and it crashes when the GPU usage hits 100% (or 99%) the temp didn't even reach over 65C, memory hit 41C and VRM 49C. I know it's not a problem with the clocks themselves as I can move core to 1150MHz and mem to 1425MHz and still be stable. What I want is the exact opposite though, I can deal with 1200MHz for mem, but I want that 1300MHz or even 1250MHz for the core.

This card is driving me crazy, someone please help me.
