Tommorow I am going to make a run down to radio shack and I am planning on picking up a multimeter. But having looked at their online selection I now see that they have some fance expensive ones, my question is this. Is it worth it to lay down $20+ and get a nice one, or does it really not matter what kind i get?
 
it does matter, it depends on how precise you want it and how often you use it. The best that i've ever used was a fluke meter. I have just a regular one now, and it was pretty close to the fluke meter in readings. Up to you if you think it's worth 5x as much for about an extra ~1% in accuracy at best.

Flukes are good. I have a Circuitmate DM73 which works pretty well & was sold at Radio Shack in the 80s. It may be still be sold there.
 
i ended up getting a medium level one, it can mesure dc volts, ac voltage, decibles?, and electrial condintivity for $25
