My Cooling sucks with my WBK38

Hey, I'm new to this forum. I had a coolermaster HSF that was around 4800 RPM. my CPU temps were a cheap 49-50ºC. I put on the new Global Win WBK38 and Temps only went down like 5 degrees.

I have no case cooling. Just an open case. Room temps are around 78ºF. CPU is a 950mhz T-Bird not overclocked. I ordered some Arctic Silver and read you alls tips on lapping the HSF. I will do my best at that. Do you think this will lower my temps a lot. When I swiched fans, I didnt know I had to take off the old thermal compound. oops. Now I read here that you need to have it absolutly clean. Could this be the reason for the cheap change in temps?
 
Absoultely...

You could be getting heat pockets and other evil heat making things if its not clean i hear...
