My final thoughts and has anyone else seen this?

This system is an Iwill kk266-R MB with Via 4.28 drives and a philips
acoustic edge sound card.
At first I tried this sound card in pci3. You could get the machine to power up
after 5 or 6 attempts with the power button. Finally figured it was the card and
moved it to pci2. Now nothing no boot no nothing.
Moved it to 1 and it works great.

(when I say power up, you hear the drives spin up and thats it)

I have been messing with boards for a lot of years, intel chips.
I have never seen a card slot that would keep a board from powering up before.
And in 3 of the 6 pci slots on this board the damn thing won't do anything.

Just for my own information
Is this IWILL, VIA or PHILIPS?
