I'm finally switching over from agp to pci-e. I'm looking for a cheap card, all it has to do is run cs 1.6 well. Anything equivalant to a radeon 9800pro or higher should be fine. ATI preferred, but nvidia is okay.

You didn't really specify a price range, but you could get one of any number of x1600/x1650 ATI cards from Newegg for ~$50-$100 that would be alright (note: I have a very negative personal opinion about these cards after trying a few out although some people seem to like them), or:
