Need a new HSF that doesn't have a whine!

I don't mind the noise of a fan sucking in air, but I hate the sound of a fan whining while it sucks in air. I need a new HSF that's good but won't make an annoying whine that will drive me crazy. I currently have a Volcano 6 cu+ and with 51C idle temps, it's not cutting it. Thanx

The thermalright AX-7 is great. You can put an 80 mm fan on it and I was impressed with the temps. I got 5 degrees lower and no whine. It also uses all three clips so you don't have to worry about it coming off.

What about Alpha 8045 with a nice Panaflow or Papst Fan. Very good Performance and I prefer their mounting System
