ok I have a F24-12-A Power-One bench powersupply that I cant get working. (popping fuses)

I will tell you what is says

input: 100/120/215/230-240~
6.1/5.3/2.9/2.7A ~ ,47-63Hz
Output:----24v/12a or 28v/10a
derate 10% for <58Hz OPERATION

here the case is a F series.

now I havent been hooking the ground wire up to anything, do you think I need to? also I have a multimeter that I have been using on it and before I pop the fuse it will read 20v thin goes down to 0 in like 10sec so I think it still works....I just donno how to set it up.

can anyone help me? I might be able to get some pics of it if that helps at all.
