I bought the Coolmaster V8 a week ago for my i7 920 and ASUS P6T mobo. Amazon.com sent me all the brackets (I think) and screws.

For 1366, you need to attach two brackets to the heatsink. Each bracket has two screws at each end to secure the v8 to the mobo. My brackets already came with the spring loaded screws in it. Every example video and review article for v8 say I need to put the screws counter clockwise and stick the black rubber washer.

I don't have to worry about the screws but the washers. The washer doesn't look like it was designed for the spring loaded screws. The whole on the washer is big. I think the screws will go through the washers if I tighten them to the mobo. If I don't put the washers, the part holding springs on the screws will touch the mobo and will short it. The back plate that goes in the back of the mobo has insulation so I am not worried.

Can someone please give me an idea what is going on here?

I talked to Coolermaster. They said the springloaded screws with the retaining washers don't need the rubber washers. The washers holding the screws have insulation in case if they touch the motherboards.

When I installed the heatsink, the washers retaining the spring didn't even touch the mobo. I've been reading complains that V8 is hard to install. In fact it was the easiest heatsink to install by one person. Follow these steps:

1) Flip the V8 upside down pointing the letter "V" towards I/O ports of your motherboard.
2) Apply the thermal paste to the CPU and flip the motherboard upside down.
3) Carefully align the heatsink's screws with the mobo holes and tighten the nuts with the retaining bracket that goes in the back of the motherboard.

You are done. It took me only five minutes. The instruction comes with the package doesn't do justice. DON'T FOLLOW IT.
