need some advice on my 2200+

my specs are in my sig. but anyways, my System Temp runs about 29-31 C , and my CPU runs at load 61 C , which seams really high to me :( , seeing that my old 1800 ran at 47 C at full load with standard hsf , and on my 2200 im using the hsf that came with my processor , everything on my settings look good, 133 Bus , 13.5 Mult. , 1.5 V , dont know what to do, i would go get a new hsf , but still, it shouldnt run that hot i dont think, any advice on this would be helpful

Do the easiest thing first.
Remove the HSF, clean 'er up, reapply the TIM and reseat the HS.
Maybe you just have a bad interface.
 
Stock HSF combos are marginal at best for cooling today’s processors.
If clocker2s advice doesn't work, try looking into switching over to a Themalright SLK-800 or 900 with a 30 to 45cfm rated 80mm fan (or 92mm fan for the 900).
Doing so will drop you temps dramatically.
There are plenty of other HSF combos available that will drop your temps to the 40 to 50C range but the SLK series is the most efficient.

I did that yesterday, didnt do much, still get the same load temps. I just wish i could resolve this, I was trying to play NFSU yesterday and my CPU goto 62 C , driving me crazy , and seeing that i did clean the hsf up yesterday, i think im going to get a new hsf , i have a smart fan to put on that heat sink, now i just gotta find a local retailer :)

I buy my SLKs online (Newegg).
By the way, the SLK-800U in my main rig has a Cool Mod Smartfan II on it connected to an Enermax fan bus (all 7 of my system fans are connected to it).
When the system isn't doing much, the fan bus enables me to turn all the fans down to an almost quiet system.
When I start fragging the system, I can crank all the fans up and keep it cool (gets loud though).
I keep it at about 42C (on die) at idle or under load.
My system has four 80mm Vantec 39cfm L.E.D fans (2 intake, 2 exhaust).
One 80mm L.E.D. top blowhole and one 80mm L.E.D. side panel intake blowing at the HSF (both came with case/ cfm unknown).
Case temp usually hangs about 26C and my room temp stays between 68F and 70F year round (heat/ AC vent closed in the winter/ open during the summer).
