Good Day to all. Have received an updated budget and will attempt to try to figure out what exactly is the most “user-friendly”, cost effective, enthusiast's build possible.
Background information:
Have Gigabyte Z87 GA-Z87X-UD4H, Cpu Haswell 4770K.
Have not been told what the budget is or what direction we are going for primary and secondary storage. Best “guess” 120Gb SSD, External Hard Drive.
Monitor is 1080P - I’m not sure if are planning on buying one in the future, we may we may not. Was thinking lightboost if we really wanted too.....$$$ may not be there in the future. Not part of the "$1000 budget".
Have a good idea on RAM selection (have posted on Memory Sub-Forum)

Budget numbers are first (what was given to us). Guesstimation of what the cost is.
Starting in NO particular order:
Power Supply $100 - Corsair CX Series CX750 listed on Newegg for $80.
Reasoning is that this power supply will be reliable, “future-proof”, and provide plenty of power for the current system needs. If anyone has any other suggestions please post away.
Case $100 Fractal Design Define R4 Mid-Tower Case - At Microcenter for $89.99.
Reason for this case selection is that it is a very good case, looks very nice (Pearl Black), plenty of room, very quiet, configurable. $90.00 is an excellent price. Truth be told this may actually be “too much” case. It is almost Art.
Video Card/GPU Solution $300.00 - We really don’t know what is the “latest and greatest”. Three hundred dollars MAY be too much of the budget. Let’s assume that it is not. MSI N760 Hawk 2Gb. It is difficult to guess how good this thing really is. Earthdog’s review really impresses - if this is $250 it is “true good to be true". IF we could find it for less than $300 it may be the perfect fit. Not opposed to AMD/ATI - was thinking if we could find a 7950 for $220.00 that might be another route to go.
Cooling (Heatsink) $50 ~ $100
First off I’m not really sure if this is “needed” or not. The end user has none, zip, zero, zilch, experience in O/C. Sad but true. Was thinking if we wanted to do that at some point in the future that would be great. Then again if I built a $1000ish system and fried it by overclocking.....well, you do get the idea.
Internet/Gaming connectivity $60. Thinking we could go 300Mbps Wireless N or USB adapter. Pretty sure that sixty dollar is over budget on this, was thinking that $30 might be a better price point.
All apologies for posting this in such a "long-format". Then again to paraphrase A. Asimov: "Violence is the last refuge for the Incompetent".
