Check the motherboard to see if there are any Jumpers or switches to change the FSB. I had an older HP Pavilion who's BIOS was dumbed down, but it still had switches and I got a lil' OC outta it. In that specific case, there was a little table right next to the switches indicating what each setting did. Worth a look!
Otherwise there are programs such as CPUfsb and softFSB as mentioned before that raise the fsb.
