Mmmm I am pretty sure that his RAM is not the limiting factor in that system. The Mushkin stuff is more than capable of faster speeds than 210 FSB. My PC3200 Mushkin is at 230 FSB 2-2-2 timings.
The board itself might be the limitation though. I just replaced an NF7-S with a new one of the same (both rev. 2.0) and the old had problems getting over 217 FSB at any timings etc, wheras the new one is at 230. The older boards might benefit from a Vdd mod, yet my new one gets unstable at higger Vdd (even 1.7V).
I'd say look into the Vdd mod, and NB and SB cooling. Just my $0.02
my nb has a iceberg copper with artic silver 3 and the sb has a passive hs on it. I've tried lowering the fsb and pumpin' up vcore and vdim but it won't remain stable. Now I'm at 3200+ with timings 6-2-2-2 and some lower volts. Changing the timings hasn't worked either.

2 lossen the timing's and up the voltage
3 vcore should be ok
4 some people have had better results with 1.6 and 1.5 vdd on the newier board's
5 Bios 10 for the best overclock (90%)
With your setup 2.5 3 3 11 should allow you to get the max fsb out of your mobo and cpu and after you get you max stable tighten the timing back to something like 2 2 2 11 if possible.
