Intel motherboards are made specifically not to overclock, thus changing anything would be very hard if not impossible

there are software proggies that let you OC by adjusting the clock multiplier that way...but i don't know if any have been made to work with 815E chipsets yet...i know you can take an old Intel SE440BX board, use the proggy, and OC that way.

The only possible program that can help (IMHO) is CPUCool. What you would have to do is find a motherboard in the program's list which has the same clock chip as your motherboard. This is done under the settings dropdown menu - mainboard choice.

You could do this by looking on your motherboard for the chip. I guess you could do this by trial and error.

I don't really think this will work even though I feel this is the only program that might allow you to change FSB. Here is my reasoning.

My motherboard has a 9250-25 chip and I can choose any motherboard in the list that CPUCool knows has the chip. CPUCool will then work. But and this is a big but, if I choose a motherboard with more flexible FSB BIOS choices than mine, the CPUCool program does not let me have any more FSB choices than I have in my BIOS.

Abit allows 1 by 1 changes in the FSB for some motherboards with the same 9250-25 chip but if I choose one of those motherboards with CPUCool I cannot change my FSB 1 by 1 increments. I can still just make the same choices that I can make in my own BIOS setup.

The conclusion that I would reach is that Intel (if they want to) can stop you from changing the FSB even with one of these programs that work in Windows.

I also caution you that some of the disclaimers for programs like CPUCool will tell you that they can damage your motherboard.
