Does the fan speed up through MSI with it set to max on manual?

What brand is the card?

No, guessing I need a fan controller chip

The card controls the fan so if it's not working coulb be a card issue or SW issue. Will it speed up at all during use?

I've been using the EVGA software to OC my Titan X Ps. Before I did my AIO mod, I had the fan curve like this:

75 C = 100%
70 C = 90%
65 C = 80%
60 C = 70%
50 C and below = 50%

The fan is REAL loud at 100%...but that's what it takes if you are going to OC the card (check out my AIO mod in the NVIDIA section).

My OC settings for each card are:

GPU: +200 MHz

Memory: + 100 MHz (can do more, but not really interested in memory overclock for my use)

Power Target: 120%

Temp target: 86 C

In the stock cooler, I'd get about 1950 MHZ sustained GPU frequency at 80-ish C.

With the AIO mod, I get 2075 to 2125 at 45 C-ish...and quiet!

Edit: forgot to add that the voltage slider is at 50% also
