Ok first of all I got ride of the old Heat Sink/Fan. Then after I made my own heat sink which took awhile I put that on but just afterI put some artic silver on. and put a 10,000RPM fan on it. and thats all also amzingly the Fan is pretty quiet.

If you are using straight air cooling, that's one cold room your computer is sitting in.

well I guess the CPU is just below room temp it's about +10 out side my window is open

It is impossible for your CPU to be below room temperature if you are using standard air cooling.
