P4 1.6A, factory HSF speed?

Hello guys,
I am just wondering what speed a normal factory HSF on 1.6A is running?
My friend has got this chip on ASUS P4s333, with a old 250W PSU. At this configuration, it managed to do 2.13G at default voltage but it's already running a bit too hot, 40C at idle and 58C load for CPU temp. Fan is going at around 2200 rpm most of time, is it normal? I am asking 'cause I suspect the PSU might not supply enough power.

That's close on fan speed, but your temps seem high. What kind of case cooling do you have? Watts your PSU?

Thanks for the reply.
It's a 250 Watts PSU and that's why I asked about fan speed. I thought it might not suppy enough power for the fan. It's quite obvious it'd need a better HSF to cool the CPU down but I wanna make sure this old PSU has efficient power to take it.

Well I'd say you could benifeit greatly with a better PSU, 400 watts or more, if you got some money. Do you have a mobo monitor? Check the +/- 12v if you do. Also give somebody else a chance to throw in their dos centavoes worth, I'm no expert and I'd hate to see waste your cash. What kind of case cooling are you using?

There is no extra cooling. Using AOpen's case, as far as I remember, there is only one fan for PSU, that's about it.

Well I'll tell yah mate, circulate some air in that case. Those stock PIV HSFs are actually pretty good, if you rip off the thermal pad, replace it with some ASIII. Not familiar with that case, look for way's to slap some fans in there. You could probably drop 8c at least, by doing so. Plus it's cheap.

What are you using to monitor the mobo information. Asus Probe, MBM5, what ? The reason I ask is that I was having the same problem with temps and HSF rpm while using Asus Probe to do the checking. Don't trust it. Use MBM if you can. After making the change to MBM5 my temps began making sense. 91 @ idle 123 full load. I am not sure about the fan speed being inaccurate though.

Your PSU has nothing to do with your temps. Those fans don't draw much amperage either so your fan is probably running at full speed. HOWEVER, a bigger PSU is definitely recommended to get the most stability and speed out of your system. newegg.com has the Antec 400W model for ~$80 shipped. It is certainly a good one.
