P4B266-C USB Question

If I use a Add-in USB Card ( not the onboard USB ) would that fix the boot up problem @ 133mhz fsb? The Problem where if any USB devices are instaled (at least for me) the PC won't boot, Or would I need a USB 2.0 add-in card?
