new mobo..swapped out components...hooked up the basics and it will not boot up

upon powering on, the red hd led comes on then out..green light on mobo and outside case come on and all the fans come on...i need help please

UPDATE

video card in
monitor hooked up
memory in
with nothing else plugged in, like fans and drives

will boot into bios with and without floppy power connector in with nothing else plugged in-power wise and but, as soon as i try to connect the power to one of the optical drives or sata drive each by themselves with floppy power in, no boot...i hope someone can make sense out of this..i'm frustrated

my power supply has a 20 pin connector and mobo has a 24 pin connector...i also bought the 20-to-24 pin adapter

when i can get into the bios with only the floppy plugged in, the bios recognises what cpu i have and during post it tells me i have 1 gig of memory in dual channel

Will it turn on with this: plug power to hard drives and to optical drives but not connect them to motherboard and turn. that way you can rule out psu but I really doubt that's the case

Clear cmos. Check if you have latest bios.

i just took it out of the case and plugged in the bare essentials and no boot up / POST...was having no POST/boot just before i took it out of the case with the bare essentials (ram, video card, cpu)

been at this since i got home this morning...probably should take it back in the morning....just slightly ticked off....i am thinking it's the motherboard...my original components worked just fine

i have reset the cmos many times per instructions in the manual
