p5w dh deluxe ocing for a newb

I'm a complete newb to this, and want to make sure I do it right. I have everything on stock settings right now. I'm using a thermaltake tsunami VA3000SWA chasis with the e6600 processor. I am using a coolermaster mars cooling unit which I believe is a fairly new cooling unit. Seems pretty good. I have 2gb dual channel kit of ocz pc-6400 ddr2-800 ati certified memory (rated at 4-4-4-15 ocz said to do 5-4-4-15 for stability). I'm going to run dual x1600 pro's next week but I only have one card in at the moment. My psu is an OCZ Game X Stream 700 watt. I would like to achieve 3.6 ghz if possible. Also my cooling fan is running around 2400 on the pwm setting, I guess somewhere in the bios I have to disable that so I get the full 3000 rpm from that same setting?
I would like to get the fsb up to whatever I can as well I'm guessing around 400? I dunno thats why I'm asking y'all!. I'd appreciate any help I can get and I'm sorry for being a newb heh.

good news thanks to rattle being kind enough to help me I have successfully gotten to 3.0 ghz on 3000 rpm cooling and the ddr is at 1:1 4-4-4-12-16(trc) 668mhz. Since I have the idea of how to do this now anyone with the e6600 chipset who wants to further my progression please feel free to. Thanks.
