Linux has this ability. Just checked my kernel, it has these options:

[*]   Classical IP over ATM (NEW)           
[ ]     Do NOT send ICMP if no neighbour (NEW)                                                             
< >   LAN Emulation (LANE) support (NEW)                                                                 
< >   RFC1483/2684 Bridged protocols (NEW)

Never tried it, but I assume you could use it as an ATM switch if you get a bridging package, like this one. For routing, it comes with the kernel, so you should be able to just turn it on.

The ATM-Tools look to be what you need to configure anything ATM.
