a 56watt pelt is the best i can get hold of, is this powerful enough to cool an xp1600 runnin at 2ghz ? if not ? what kinda pelt shud i go for ? bearing in mind my psu is 300watt

Not even close to big enough. You cannot use your computers PSU to power a PELT big enough for your computer. You will need atleast a 156w.

yes it is probably 'big' enough for a gpu. Check to see how much A it draws at 12V and then check your ps to see if you have enough excess power available.
