I'm guessing it's a kit to upgrade older socket 423 mobos to 478 Northy chips, but reading the Evergreen specs are about as useful as spitting into the wind.

No, there are 2 upgrade kits they make, one for s423 and one for s478... the 423 is only 256kb l2 (Willy) and the 478 is either (Willy or Northy)
