It's been one thing after another at my house. The fan on my 950 is getting loud and I think the bearing is going. I pulled that from service to look at and that sparked a cleaning adventure. I completely tore my case apart to blow out dust and dog hair. I got that put together and then the storm rolled through this weekend, leaving us without power for a day and internet for 2 days. Things seem stable now but who knows with another storm coming Wednesday that is bringing heavy wet snow and possibly more outages.

So the 1070 is folding away, what should I do with the 950? Try to replace the fan, maybe keep it as a backup card?

If you can remove the fan usually you can see the bearing from the back, possibly under a label. Put a drop of oil in there and spin the fan a few times to help it work it's way in. That should hopefully make you're fan run better. I haven't personally dealt with a GTX950 so I could be wrong but worth a try I think.
