Can you consider this one of your outtake fans? If one were to replace it with a better fan would it help lower temps much?

You should notice a 1-2°C drop in temp, but depending on weather it's a dual or single fan PSU, would be grounds for you to decide if you should consider it and exaust fan or not. Single fan I wouldn't, dual fan I would depending on the make and model.

In a lot of cases, particularly cheapos, its the only exhaust. That is why most cases have at least a cutout for additional exhaust fans. Due to the restricted airflow in a PSU, you might see a very small drop in temps from a better fan.
