Couple questions....first, would a stressed power supply put off a lot more heat? And second, how do you know if a 400 watt power supply is good? Will any one work okay?

To answer your first question, Yes, a stressed power supply will put off more heat. I'v got a 13.8v 20amp power supply that I stress out with 30amps and it heats up tremendously. I had to put a fan on it to keep it cool.
 
The Antec PP-403 400W PSU will handle just about anything you can throw at it. Since it can migrate to a new case, should you change, it is an excellent investment in the future. I do not mean you can run a peltier off of it as well as your motherboard.
